The voting procedures should be reviewed to ensure the secrecy of the vote and protection against undue influence on voters. Serious efforts should be made to ensure the impartiality of election administration. Consideration could be given to revising the method of formation of the PSCs, for example, by limiting eligibility to nominate PSC members only to the parties represented in the state and entity parliaments. Alternative mechanisms for the appointment of PSC members could also be considered, such as open calls, when political parties fail to make timely nominations.
