To ensure meaningful access to and transparency of the voter register, the Central Election Commission should publish preliminary voter lists for public scrutiny online, disaggregated by polling station, periodically and before each election as legally prescribed. To increase the effectiveness of campaign finance oversight, and as previously recommended, the Central Election Commission’s capacity should be strengthened to ensure effective monitoring and investigation of campaign finance operations. In a co-ordinated effort and according to clearly defined responsibilities, the state authorities should enhance the process of updating all pertinent registers and databases to provide an accurate basis for the voter register.
