Law enforcement bodies should make all efforts to identify and independently investigate all allegations of electoral violations, including vote-buying, pressure on voters and misuse of administrative resources, in a thorough, timely and transparent manner. The first recommendation from the OSCE/ODIHR Final Report on the 2009 parliamentary elections should be considered an immediate priority: Parties should demonstrate the political will for the conduct of democratic elections commensurate with the broad privileges they enjoy under the law in regard to the conduct of elections. They should discharge their electoral duties in a responsible manner for the general interest of Albania. This extends to the performance of election commissioners and elected and appointed officials at all levels, who should refrain from basing election-related actions and decisions on political considerations.

The authorities and political parties should undertake utmost measures to eliminate the long-standing problem of misuse of administrative resources in and between elections. Authorities should issue precise rules that define how public resources may and may not be used for electoral purposes. Further steps should be taken to achieve the de-politicisation of the civil service and ensure that pressure is not applied on voters to attend campaign events or vote in a particular way.
